إن موضوع الكتاب يدور حول طبيعة العلاقة بين المتغيرات الثلاثة (مراكز الأبحاث وعملية صنع القرار والأزمات) في العراق، خلال المرحلة الممتدة بين عامي 2006- 2010 وذلك بواسطة دراسة عدة عينات من صناع القرار، تمثلت بكل من أعضاء مجلس النواب ومجلس الوزراء وأعضاء مجالس المحافظات وتناول الكتاب جانبين الأول الجانب النظري، إذ من خلاله تم وضع المفهوم العام للمفردات الأساس للبحث وهي كل من مراكز الأبحاث والأزمة وإدارتها وعملية صنع القرار.
