يتركز هذا البحث حول الإجابة عن التساؤلات الآتية : كيف ومتى حدث التداخل والتركيب بين البنى القبلية العشائرية والمؤسسة العسكرية ؟ وكيف أدى هذا التداخل والتركيب إلى توليد البعد السياسي للفساد ؟ وكيف تولدت الأزمة السياسية من هذا التركيب ونتاجه الفساد ؟ وما هي الإفرازات والنتائج التي تمخضت عنها ؟ فالباحث يفترض أن جذر الأزمة وجوهرها هو المركب العسكري القبلي الذي تولد عنه البعد السياسي للفساد والذي أدى مع سببه وسابقه إلى تولد الأزمة السياسية بكل الإفرازات والنتائج التي تمخضت عنها، فالبحث بفصوله الثلاثة يتركز حول محاولة البرهنة على إثبات أو نفي هذه الفرضية التي هي عبارة عن سلسلة ذات حلقات ثلاث مترابطة العرى مع محاولة استشراف مستقبل النظام في إطار ما سيتم التوصل إليه من نتائج، ومحاولة استخلاص منهجية من دراسة هذه التجربة.
