أرتبط تاريخ المجتمعات البشرية بتدفقات الهجرة عبر الفتوحات وتكوين الدول والاستعمار، وقد أحدث كل هذا شبكات هجرة تطورت على إيقاع التحولات الظرفية. وأدى ذلك إلى \"عولمة الهجرات\" وازدياد عدد الدول الموفدة والمستقبلة ودول العبور ليتعدى عدد المهاجرين في العالم 200 مليون شخص، أي حوالي 3% من سكان العالم. وتشكل البلدان العربية مجالاً لحركات الهجرة. ومع تكون جاليات مهمة في حجمها (سواء بصيغة قانونية أو غير قانونية)، أصبحت هذه تشكل مكونا أساسيا في العلاقات بين الدول المستقبلة والدول الموفدة، وبخاصة بعد أن تحول مشروع الهجرة بالنسبة للسواد الأعظم من المهاجرين من مشروع مؤقت إلى إقامة دائمة.
