تعد وزارة الخارجية من أهم مؤسسات السلطة التنفيذية في الدول الحديثة، فهي تمثل رامزا من أهم رموز سيادة الدولة ووعاء ممارستها لشرعيتها ودورها داخل الأسرة الدولية ومن خلال وجودها ونشاطها وتتبوأ الدولة مكانها ووضعها داخل المجتمع الدولي كدولة حرة مستقلة ذات سيادة فضلا عن إشرافها على شؤون الأجانب وهيئات تمثيلهم على أراضيها، بما يكفل تحقيق سيادتها داخل الوطن وقد ارتبط تاريخ هذه الوزارة بتطور مصر السياسي وبما طمحت إليه من رغبة في تحديث بنائها السياسي والإداري وما واجهته من نفوذا أجنبي واحتلال وحماية وما خاضته من صراع سياسي من أجل التحرر والاستقلال.
