يختص هذا الكتاب بدراسة ثروة الدولة الإسلامية والنظم التي وجدت بسبب هذه الثروة وذلك منذ نشأة الدولة حتى منتصف القرن الثالث وهو الدور الذي كانت فيه الدولة في الأكثر موحدة قوية تمثل إمبراطورية متسعة الأرجاء كما ويبحث هذا الكتاب بالنظم المادية التي كانت منقذة في الدولتين اللتين كانتا سابقتين لعهد الإسلام وهما دولتا الروم والفرس إذ أن الإسلام لم يفتح بلادا غير معمورة ولكن فتح بلاد آهلة بسكانها تخضع لأنظمة معينة اقتصادية وغيرها وكانت أكثر البلاد التي بسط عليها لواءه خاضعة لهاتين الدولتين الرومية والفارسية.
