Overview
This note attempts to fill the void in the debate over the standards over quality in Virginia by discussing the statewide academic failure of Virginia schools, in addition to its roots in socioeconomic segregation by district. It describes the patterns of interdistrict disparities in student achievement in Virginia and proposes socioeconomic integration as a promising remedy. It then explores the history of litigating for a quality education under state constitutions in order to show that a suit in Virginia could be successful. It describes the Virginia Constitution's districting clause and advances a litigation plan for socioeconomic integration. This note's goal is to alert the public to the critical state of Virginia schools and to the availability of a contentious, but little considered, remedy capable of vastly improving Virginia's educational program.
