Overview
By espousing a foreign policy based on the principle of \"zero problems with its neighbors,\" Turkey has sought to normalize and then improve its relations with the countries of the MENA region. Besides this, the institutions of the Velayat-e-Faqih constrain the powers of the president.4 The Constitution of Islamic Republic gives the Supreme Leader unlimited powers.
