من الحقوق الأساسية المكفولة لكل إنسان حرية التنقل من مكان إلى آخر، غير أن هذا الحق مقيد وفق متطلبات سيادة الدول ولدواعي أمنية كذلك، ولهذا وضعت الدول شروطا وقيودا عليه، إلا أن هذه القيود وجد لها الأفراد حلولا ولو كان الثمن المغامرة بحياتهم، وهذا ما يسمى بالهجرة غير الشرعية، أو الاستعانة بعصابات التهريب، وهذا ما يسمى بتهريب المهاجرين.
