تبحث هذه الدراسة شخصية أخ الملك (الوزير) سلي في المملكة النبطية خلال عهد الملك النبطي عبادة الثالث (٣٠-٩ ق. م) والحارث الرابع (٩ ق. م ٤٠ م) ومدى تأثيره في الأوضاع السياسية، وتناولت هذه الدراسة مفهوم أخ الملك عند الأنباط، وبداية بروز سلي ومكانته في الدولة النبطية، وعلاقة سلي مع الرومان ودوره في الحملة الرومانية على اليمن، ثم علاقة سلي مع ملك اليهودية هيرود، وصراعه على السلطة بعد وفاة الملك عبادة الثالث مع الملك الحارث الرابع، ثم التحالف اليهودي النبطي ونهاية سلي، وآخرها الشواهد الإثارية التي خلفها سلي
