Overview
تناولت هذه الدراسة أسباب العيوب في العقود الإدارية، ودورها في وجود المخالفات الإدارية، وافترضت أن المخالفات الإدارية تنشأ عن عيوب في صياغة العقود الإدارية. وهدفت الدراسة إلى تحديد العيوب الشائعة في الاتفاقيات الإدارية التي تؤدي إلى المخالفات وتحليل أسباب هذه العيوب، واستخدمت المنهج الوصفي بأداة التحليل. وتوصلت الدراسة إلى عدة نتائج، أهمها: انتشار الأخطاء في صياغة العقود الإدارية، وضعف الرقابة الداخلية والخارجية، وأثر التلاعب في إجراء العطاءات، وأوصت الدراسة إجراءات متنوعة، أهمها: تحسين جودة الصياغة القانونية للعقود الإدارية، وتعزيز الرقابة الداخلية والخارجية، وتحسين أنظمة العطاءات؛ لتعزيز الشفافية والمساءلة.
