Overview
Programs to improve the welfare of US industrial workers around the turn of the 20th cent were motivated partly by the fear of unionization, but partly also by conditions of special dependence by employers on their labor force, because of geographical isolation or the need for conscientious performance of work operations; by sensitivity 'to publicity about working conditions because of the nature of their products' (as in food processing); & by religious ideology (as was the case with the League of Soc Service, founded by the Rev. Josiah Strong). These early industrial welfare programs were limited to a relatively few employers, whose accomplishments varied widely. `Real success' came only as a result of labor shortages.
