Overview
Owners of three Billings casinos took a step forward Friday in their battle against a new state law that limits the number of keno machines they can operate. U.S. District Judge James F. Battin issued a temporary restraining order Friday enjoining the state of Montana from enforcing the law, which was to take effect on Friday, lowering the limit from 40 to 15 keno machines in one establishment. The order halts the enforcement until July 13, when representatives from the casinos and the state attorney general's office will appear in U.S. District Court for a hearing, the order said. At that hearing, it will be decided whether the court will issue a preliminary injunction, which would stop the enforcement until a lawsuit filed by the casino owners in May is settled. (excerpt)
