يلقي هذا الكتاب نظرات علی رؤی سماحة السيد عمار الحكيم إزاء مجموعة من الموضوعات الفكرية والسياسية والاجتماعية والاقتصادية وأسس بناء الدولة، المتحصلة من كلماته وخطاباته ولقاءاته الجماهيرية من تاريخ توليه رئاسة المجلس الأعلى الإسلامي العراقي عام (2010) وحتی عام (2020). ويقف الكتاب أيضا على مواقف سماحته من الحكومات العراقية المتعاقبة (2010-2014-2018) وينظر الكتاب أيضا في مواقف سماحته المعلنة من القضايا المهمة، والأحداث التي وقعت على الساحة العراقية والعربية والدولية في المدة نفسها. وجاء الكتاب بثلاثة فصول، الأول : في رؤی سماحته، والثاني : في مواقف سماحته من الحكومات العراقية المتعاقبة، والثالث في مواقف سماحته من عدد من القضايا الإقليمية والدولية.
