Feb. 6--The push for a public referendum on mass-transit funding got under way Wednesday as the county committee overseeing transportation issues endorsed Miami-Dade Commissioner Bruno Barreiro's effort to come up with a financing plan. \"We have to be extremely careful,\" Barreiro said. \"This is like taking baby steps. That's the message I hope this resolution sends out -- that we will be putting something together.\" The county needs to secure what is known as a \"dedicated funding source\" for transit projects by year's end in order to qualify for billions in federal matching funds. If it doesn't, it risks the loss of such funding through 2010. Barreiro has advocated a full penny sales tax -- as opposed to the half-penny tax favored by Miami-Dade Mayor Alex Penelas. Barreiro said he and Penelas have \"exchanged ideas.\" One committee member, Commissioner Miriam Alonso, warned against holding a referendum this year, reminding colleagues of the penny-tax campaign in 1999 that was soundly rejected by voters.

Commissioner Javier Souto, a veteran of the Bay of Pigs invasion, said some Cubans are able to misuse the law and \"do tricks.\" But the law also aids people truly seeking democracy and should not be repealed, he said. \"You don't throw out the baby with the bathwater.\" Commissioner Juan Zapata, a native of Colombia, sympathized with [Commissioner Rebeca Sosa]'s painful past and noted that she, unlike others, had not returned to the country she fled: \"You have Cuba in your heart but your feet haven't gone back to Cuba.\"

That didn?t stop opponents from proposing a number of amendments ? many of which [Bruno Barreiro] didn?t even hesitate to reject ? aimed at improving the deal for the public. Long-time stadium critic Katy Sorenson, who opposes public financing for a private enterprise, even offered a tongue in cheek ?friendly amendment? suggesting the ballpark be named for Barreiro. Sorenson outlined a number of areas where she thought the public was being taken, including that it loses out on property tax dollars from the stadium land and with the Marlins receiving all the naming rights revenues in a new stadium, that means the team isn?t really contributing to cost of the stadium.
