Women Don't Run? Election Aversion and Candidate Entry
To study gender differences in candidate emergence, we conduct a laboratory experiment in which we control the incentives potential candidates face, manipulate features of the electoral environment, and measure beliefs and preferences. We find that men and women are equally likely to volunteer when the representative is chosen randomly, but that women are less likely to become candidates when the representative is chosen by an election. This difference does not arise from disparities in abilities, risk aversion, or beliefs, but rather from the specific competitive and strategic context of campaigns and elections. Thus, we find evidence that women are election averse, whereas men are not. Election aversion persists with variations in the electoral environment, disappearing only when campaigns are both costless and completely truthful.
Election Laws, Mobilization, and Turnout: The Unanticipated Consequences of Election Reform
State governments have experimented with a variety of election laws to make voting more convenient and increase turnout. The impacts of these reforms vary in surprising ways, providing insight into the mechanisms by which states can encourage or reduce turnout. Our theory focuses on mobilization and distinguishes between the direct and indirect effects of election laws. We conduct both aggregate and individual-level statistical analyses of voter turnout in the 2004 and 2008 presidential elections. The results show that Election Day registration has a consistently positive effect on turnout, whereas the most popular reform—early voting—is actually associated with lower turnout when it is implemented by itself. We propose that early voting has created negative unanticipated consequences by reducing the civic significance of elections for individuals and altering the incentives for political campaigns to invest in mobilization.
Corporate Political Contributions and Stock Returns
We develop a new and comprehensive database of firm-level contributions to U.S. political campaigns from 1979 to 2004. We construct variables that measure the extent of firm support for candidates. We find that these measures are positively and significantly correlated with the cross-section of future returns. The effect is strongest for firms that support a greater number of candidates that hold office in the same state that the firm is based. In addition, there are stronger effects for firms whose contributions are slanted toward House candidates and Democrats.
King Makers: Local Leaders and Ethnic Politics in Africa
Much of the literature on electoral politics in Africa has focused on one mechanism of electoral mobilization: reliance on shared ethnic identity between politicians and voters. On the contrary, the author argues that politicians pursue two distinct modes of nonprogrammatic electoral mobilization: (1) by directly relying on the support of voters from one's own ethnic background, and (2) by indirectly working through electoral intermediaries—local leaders who command moral authority, control resources, and can influence the electoral behavior of their dependents. Yet the power of local leaders varies greatly; hence the option to use electoral intermediaries is not available in all settings. The choice of electoral mobilization affects national electoral outcomes: by severing the direct link between politicians and voters, intermediaries reduce a campaign's reliance on shared identity and create cross-ethnic electorates. The evidence for this argument is based on original interviews with political leaders collected during fieldwork in Senegal and Benin during the 2006–7 electoral season, media coverage of elections, and a historical analysis of first mass elections in the 1950s.
Subnational Appointments in Authoritarian Regimes: Evidence from Russian Gubernatorial Appointments
Elections are among the most important and least understood institutions in contemporary authoritarian regimes. Theoretically, electoral authoritarian regimes should have an informational advantage that makes them more robust than other types of authoritarian regimes, but much empirical evidence suggests otherwise. In this article we offer a new perspective on why this might be the case. Specifically, we consider how authoritarian elections influence a ruler’s choices in making cadre appointments. We argue that the imperative of winning authoritarian elections forces authoritarian leaders to prioritize the appointment of politically loyal cadres, who can help the regime win elections. This choice often comes at the expense of appointing officials who are competent at making good public policy and promoting economic development, factors that may contribute to long-term regime stability. We test this theory using an original dataset of gubernatorial appointments in one leading contemporary authoritarian regime, Russia.
Political Campaigns and Big Data
Modern campaigns develop databases of detailed information about citizens to inform electoral strategy and to guide tactical efforts. Despite sensational reports about the value of individual consumer data, the most valuable information campaigns acquire comes from the behaviors and direct responses provided by citizens themselves. Campaign data analysts develop models using this information to produce individual-level predictions about citizens' likelihoods of performing certain political behaviors, of supporting candidates and issues, and of changing their support conditional on being targeted with specific campaign interventions. The use of these predictive scores has increased dramatically since 2004, and their use could yield sizable gains to campaigns that harness them. At the same time, their widespread use effectively creates a coordination game with incomplete information between allied organizations. As such, organizations would benefit from partitioning the electorate to not duplicate efforts, but legal and political constraints preclude that possibility.
Competing on Good Politicians
Is electoral competition good for political selection? To address this issue, we introduce a theoretical model where ideological parties select and allocate high-valence (experts) and low-valence (party loyalists) candidates into electoral districts. Voters care about a national policy (e.g., party ideology) and the valence of their district's candidates. High-valence candidates are more costly for the parties to recruit. We show that parties compete by selecting and allocating good politicians to the most contestable districts. Empirical evidence on Italian members of parliament confirms this prediction: politicians with higher ex ante quality, measured by years of schooling, previous market income, and local government experience, are more likely to run in contestable districts. Indeed, despite being different on average, politicians belonging to opposite political coalitions converge to high-quality levels in close electoral races. Furthermore, politicians elected in contestable districts have fewer absences in parliament, due to a selection effect more than to reelection incentives.
Beyond Negativity: The Effects of Incivility on the Electorate
There is much concern among pundits and political observers that incivility undermines our electoral process. Yet we have little evidence that actually documents whether incivility has such pernicious effects. This article seeks to advance our understanding of the influence of incivility on the electorate. We argue that three dimensions are central to understanding both the perceptions and effects of different types of campaign messages: tone (negative versus positive); civility (civil versus uncivil); and focus (issue versus trait-based message content). Using an experimental manipulation on a large national sample that examines these three dimensions, we find that uncivil attacks in campaigns do not appear to be as worrisome as its detractors fear. While uncivil messages in general-and uncivil trait-based messages in particular-are usually seen by the public as being less fair, less informative, and less important than both their civil negative and positive counterparts, they are no more likely to lead to detrimental effects among the public. In fact, incivility appears to have some modest positive consequences for the political engagement of the electorate. These findings are important, since attacks and counterattacks will continue to shape the American political landscape.
Is Anybody Listening? Evidence That Voters Do Not Respond to European Parties' Policy Statements During Elections
Although extensive research analyzes the factors that motivate European parties to shift their policy positions, there is little cross-national research that analyzes how voters respond to parties' policy shifts. We report pooled, time-series analyses of election survey data from several European polities, which suggest that voters do not systematically adjust their perceptions of parties' positions in response to shifts in parties' policy statements during election campaigns. We also find no evidence that voters adjust their Left-Right positions or their partisan loyalties in response to shifts in parties' campaign-based policy statements. By contrast, we find that voters do respond to their subjective perceptions of the parties' positions. Our findings have important implications for party policy strategies and for political representation.
How Do Budget Deficits and Economic Growth Affect Reelection Prospects? Evidence from a Large Panel of Countries
We test whether good economic conditions and expansionary fiscal policy help incumbents get reelected in a large panel of democracies. We find no evidence that deficits help reelection in any group of countries independent of income level, level of democracy, or government or electoral system. In developed countries and old democracies, deficits in election years or over the term of office reduce reelection probabilities. Higher growth rates over the term raise reelection probabilities only in developing countries and new democracies. Low inflation is rewarded by voters only in developed countries. These effects are both statistically significant and quite substantial quantitatively. (JEL D72, E62, H62, O47)
