Putting indigenous conservation policy into practice delivers biodiversity and cultural benefits
In the midst of global species loss, Indigenous languages and culture are experiencing similar declines. Current international policies and programs advocate the involvement of local and Indigenous people in sustaining biodiversity and culture, but the anticipated benefits are not always realized or assessed. This paper draws on three objectives of current international and Australian policy to explore the biological and cultural benefits of a collaborative cross-cultural biodiversity project of Indigenous rangers and university ecologists in remote northern Australia. Policies promoting blends of biological and cultural conservation from International to national scale share the following objectives: (1) involve Indigenous Peoples in biodiversity conservation; (2) maintain and develop Indigenous knowledge and culture; and (3) recognize and promote Indigenous natural and cultural resource management and traditional knowledge. This paper reflects on the project benefits in the context of these objectives, with the aim of informing future policy and program development. Biodiversity benefits of the cross-cultural project included new public records for a relatively poorly known but species rich area that are being used to inform local Indigenous land management, as well as specimens and tissue samples with which to explore the genetic diversity and evolutionary history of the region. Cultural benefits included compiling a local field guide that contains ten different languages and engaging young people to facilitate intergenerational transfer of threatened traditional knowledge. Promotion of the work at local to national fora addressed the third objective and enhanced Indigenous involvement. We demonstrate that top-down policy directives can be implemented to deliver on-ground mutual benefits for science and Indigenous communities.
Asymmetries and Climate Futures
This paper focuses on a water management project in the remote Aboriginal community of Milingimbi, Northern Australia. Drawing on materials and experiences from two distinct stages of this project, we revisit a policy report and engage in ethnographic storytelling in order to highlight a series of sensing practices associated with water management. In the former, a working symmetry between Yolngu and Western water knowledges is actively sought through the practices of the project. However, in the latter, recurrent asymmetries in the research work continue to appear: a bilingual diagram of water usage is displayed but produces confusion; measuring a water hole for salinity, a member of the scientific team throws in a water meter, while a Yolngu elder prefers the telling of an ancestral story; a collaborative 3-D mapping exercise invites participation from community members but struggles to develop an outcome that differs from existing maps used by scientists and government staff. Focusing on these moments as subtle points of rupture, we suggest that attending to “seeing,” “telling,” and “mapping” in both stages of this water management project offers a way to explore the political work of crafting climate futures and beginning to interrogate differing means for “doing difference” within them.
Comparative Analysis of the Changing Tax Legislation in Slovenia and Selected Countries
The main aim of the article is to examine if the tax regulations in Slovenia are changing significantly more often than in the following selected countries: Austria, Great Britain, Croatia, Bulgaria, Hungary, Czech Republic, Poland and Romania, for which we used comparative analysis of the 10 different tax rules. We also investigate the taxpayers` views of Tax Law Complexity. Our research confirmed the hypothesis: that all the selected countries are faced with frequent changes in tax legislation; that taxpayers in Slovenia estimate the complexity of tax rules with the highest degree. Comparative analysis of the changing tax legislation and empirical research of Slovenian Tax Complexity represents an important contribution to science in the field of tax policy, administration and management of local affairs. Glavni cilj prispevka je proučiti, ali se davčni predpisi v Sloveniji spreminjajo bistveno bolj pogosto kot v naslednjih izbranih državah: Avstriji, Veliki Britaniji, Hrvaški, Bolgariji, Češki, Poljski in Romuniji, za kar smo uporabili primerjalno analizo 10 različnih davčnih pravil. Proučujemo tudi vidike davkoplačevalcev o kompleksnosti davčne zakonodaje. Z raziskavo smo potrdili naslednje hipoteze: vse izbrane države se soočajo s pogostimi spremembami v davčni zakonodaji; davkoplačevalci v Sloveniji ocenjujejo, da je kompleksnost davčnih pravil na najvišji stopnji. Primerjalna analiza spreminjajoče davčne zakonodaje in empirična raziskava davčne kompleksnosti v Sloveniji predstavlja pomemben prispevek znanosti na področju davčne politike in upravljanja lokalnih zadev.

The Role of Habitus in the Maintenance of Traditional Noongar Plant Knowledge in Southwest Western Australia
We examine the role that habitus, an individual's or group's dispositions, has played in the retention of traditional ecological knowledge among the Noongar people of south-western Australia. We sought to determine if current plant knowledge reflects Noongar habitus or, alternatively, the use of fall-back species that were important due to the intermittency of agricultural employment and the social exclusion of Aboriginal people up until at least the 1960s in Western Australia. We compared the seasonal availability of Noongar food plant resources currently known by Noongar Elders to those described at the time of European settlement. We used non-metric Multidimensional Scaling (nMDS) and multivariate statistics to compare the seasonal availability of plant resources with the seasonal availability of work prior to the introduction of civil rights for Aboriginal Australians in the 1960s. We show that the seasonal pattern of plant knowledge has changed little since settlement and that there was no significant relationship between the seasonal availability of work and plant knowledge. This result suggests that prior to 1960 Noongars maintained a reasonably traditional round of seasonal activities involving traditional plant use. We suggest that Noongar habitus guided their response to the colonising culture and helped preserve traditional ecological knowledge.
