CHILD DEATHS PUT HEAT ON ISRAEL

Israeli officials said [Mohammed Sidr] was the intended target and identified him as an Islamic Jihad militant responsible for past terrorist bombings and planning more. Sidr suffered burns and shrapnel injuries to his face and eyes. On Monday afternoon, Zuhour's nephew, Mohammed Sidr, had arrived in his blue car for a family visit, as he often did. Sidr took Mohammed Himouni, 61, and his youngest child, [Burhan], on an errand to buy the sweetened stuffed pancakes that are a typical part of the evening meal that breaks the daily fast during the Muslim holy month of Ramadan. The first missile slammed into the road next to the median, about 10 yards from Sidr's car but alongside a taxi where [Shadi], the 13- year-old, was riding with his father. Shadi was killed, his father injured. By at least one witness' account, Sidr, stopped at the traffic light, fled his car after the first explosion. The second rocket demolished the vehicle.

With boys from a local youth group serving as honor guard, several thousand Palestinians attended the funeral for [Burhan] and Shadi Arafi, 13, killed in the same botched assassination attempt. Shadi was in a taxi behind Burhan's car when Israeli Apache helicopters hovered overhead, then unleashed two missiles into the crowded roadway.

[Yossi Beilin] said that Israel cannot change the leadership of other countries. Instead, the Labor leader said that Israel should focus on strengthening itself. Beilin also stressed the need to strengthen the Palestinian Authority and Yasser Arafat. Having a strong partner for negotiations is in Israel's own best interests according to the former minister. Beilin criticized [Ariel Sharon]'s current policies as weakening the Palestinian leader and against peace. The political figures who came together included, on the Palestinian side, Yasser Abed Rabbo, Minister of Culture and Information, Hanan Ashrawi, PLC member, Ziad Abu Zayyad, PLC member, and Hatem Abdel Qader, PLC member. The Israeli delegation included Yossi Beilin, former Minister of Justice, Yael Dayan, Labor MK, Zahava Gal-On and Moshe Raz, both MKs from Meretz.

An Israeli military raid into Nablus on Friday, which caused the deaths of two Hamas members and at least one stone thrower, led to a Hamas suicide bombing on Tuesday that killed an 18-year-old Israeli settler. That day, a separate suicide bombing claimed by Al Aksa Martyrs Brigades killed another Israeli. Muhammad Dahlan, the Palestinian security minister, accused Israel of seeking to sabotage the peace plan by trying to provoke Palestinian violence with its military operations. ''Definitely Israel is pushing the Palestinian groups to retaliate violently,'' he told Reuters. He urged the Palestinian factions to abide by their unilateral cease-fire. Israeli officials recently offered to return policing responsibility to Palestinian forces in Jericho and Qalqilya. But Palestinian officials scorned that proposal, arguing that there was no Israeli presence in Jericho and that Israel had surrounded Qalqilya with a barrier of concrete and fencing.

The officials said [Mohammed Ayoub Sidr] was allegedly planning another attack, this time against a bus in the Israeli city of Bersheva. Israeli officials issued a statement last night expressing regret over the civilian casualties, while the office of Prime Minister Ariel Sharon complained that [Yasser Arafat] had not done enough to arrest terrorists: \"Arafat has yet to make a strategic decision to abandon the path of terrorism, and that we have still not seen any significant actions to prevent attacks, arrest terrorists and fight terrorism and terrorist infrastructure.\" The blast from yesterday's missile strike was strong enough to damage a taxi that was one car behind the targeted vehicle. Israeli army officials said last night that the two boys who were killed were in the taxi, which the officials said had suddenly appeared on the street when the helicopter was committed to firing. But Palestinian doctors said [Burhan] was sitting on his father's lap in the back seat of Sidr's car and was Sidr's nephew. [Basam Natsheh] said one missile struck the boy and critically injured his dad, Hamid Himouni, 55. The Israeli government put out a statement within an hour blaming Palestinian militants for trying to disrupt [Anthony C. Zinni]'s mission. Palestinian officials accused Israel of rigging the truck to explode, also to thwart Zinni. A U.S. official offered a third possible explanation: The truck explosion may have been just an accident.

The deaths have always been described as accidental collateral damage. But the Hebron attack was different: This time, Israeli forces succeeded in hitting their intended target, Sidr's car, while a child was inside. On Monday afternoon, Zuhour's nephew, Mohammed Sidr, had arrived in his blue car for a family visit, as he often did. Israeli Missiles Injure Target And Kill Boys In West Bank

On Nov. 22, five Palestinian boys on their way to school in the Gaza Strip were killed by an explosion. Israeli officials said an initial investigation suggested that the explosive had been planted by Israeli forces in hopes of killing Palestinian gunmen who fired on a nearby settlement and military post. In its statement, the Israeli Army said [Zahra Muhammad Sidir] was jailed by Israel from 1999 to 2000. It said he was ''responsible for several cells that were preparing suicide bombings.'' It also said he was ''at the head of an infrastructure responsible for shooting attacks,'' including one near here on July 12 in which an Israeli was killed and one in Jerusalem on Nov. 4. In that attack, a Palestinian from Hebron emptied the clip of an M-16 semiautomatic into a bus, killing two teenagers. An Israeli soldier, right, calmed a Palestinian man yesterday after a scuffle broke out at the Qalandia checkpoint in the West Bank, near Ramallah.
