In the 1940 gubernatorial campaign, Herman Talmadge, acting as his father’s campaign manager, presented the voters with a “new” Gene Talmadge. This new Talmadge concentrated on undoing the financial damage of the Rivers administration and dealing with pressing problems in education and government administration rather than devolving into antics and political feuds that distracted from governing.
