Decreased oil prices and an expanded budget deficit led the government to sell $1.5 billion in bonds, the second public debt issue of the year. The country's decision to raise returns was also due to rising investor concerns throughout the region amid tensions over the murder of Saudi journalist Jamal Khashoggi. Saudi Arabia's deteriorated international standing led Oman to increase the bond's basis points while the country continued to borrow internationally. Meanwhile, the UK announced the opening of a joint military training base in Oman in an effort to improve cooperation between the two countries. UK defense secretary Gavin Williamson said the joint training base was crucial to counter violent extremism and ensure stability in the region.
