Fiers that it required increased Foreign assistance as Quid pro quo agreements for continuing support to the Contras; Honduras threatened to discontinue support for Nicaraguan Democratic Force (FDN) following Leaks of information concerning its involvement; Honduras supplies End User Certificate for the Contras Military equipment; Contra Southern Front (Nicaragua) Contra leaders received $100 thousand from Manuel Antonio Noriega in July 1986; George P. Shultz proposes providing Military equipment to El Salvador that could then be transferred to Contras as a way to \"wink\" at restrictions imposed by U.S. Congress; John M. Poindexter intended to keep information concerning Third-country donors to Contras away from [George P. Shultz; U.S. Department of State]; Luis Alberto Monge offered support of Costa Rica for the Contras in exchange for \"certain\" Quid pro quo agreements from United States; Honduras. Armed Forces requested Missiles from United States that have previously been provided to the Contras; Manuel Antonio Noriega offered to conduct Assassination against leadership in the Sandinista Government in return for dropping Arms embargoes against Panama; Oliver L. North met Manuel Antonio Noriega in London, England to discuss [Sabotage; Assassination] inside Nicaragua; U.S. Director of Central Intelligence urged that [Honduras; Costa Rica] be offered increased Economic assistance as an \"incentive\" to support the Contras; Robert C. McFarlane encouraged Saudi Arabia to contribute to Contra funding; [Robert C. McFarlane; U.S. Director of Central Intelligence] agreed to put a U.S. National Security Council member in touch with Israel to pursue alternatives for Contra funding; [Operation Tipped Kettle; Operation Tipped Kettle II; Operation Elephant Herd]; China (People's Republic) offered support to the Contras; Gaston J. Sigur, Jr. assisted Oliver L. North with introductions to [Korea (Republic); China (People's Republic)] officials to pursue Contra funding; [Korea (Republic); Taiwan; China (People's Republic)] were solicited for Contra funding; Israel offered to send Military advisors to Contras under the guise of assistance to Honduras for Kfir Aircraft; U.S. Office of Independent Counsel provides stipulation for Trials of Oliver L. North
